Nadine brings more than 30 years of experience in the municipality and utility water, wastewater and industrial pretreatment fields. By combining best business practices to support corporate reengineering via the most powerful technologies on the market today, she guides organizations toward their business goals in a collaborative environment. Nadine's consulting services range from project management to process optimization studies to operator training to procedures manuals.

Using her public and private career knowledge, she understands how to uncover new ways to support improvement initiatives. Nadine's background includes consultation services to a variety of municipal utilities interested in achieving a more competitive approach on their current business practices as well as working with clients who are seeking CMOMS compliance. Solutions include determination of new information systems based on reengineered business practices; organization restructuring coupled with a flexible workforce design and implementation of supplemental compensation plans. She has conducted O&M compliance and competitiveness assessments on over 30 utilities across the country.

Dr. William R. Bacon is a principal and Executive Consultant with DCI. Michael Farmer

Michael Farmer is the principle information architect for DCI. With nearly two decades of experience in information science, he is nationally recognized for his creative approaches at reengineering software solutions to facilitate new or existing business requirements. His responsibilities include selecting appropriate hardware and networking to support the entire technology approach. In addition to building information architecture from the ground floor, he also takes existing business systems and modifies processes to achieve dramatically enhanced returns on corporate information management.
Michael's high profile projects include architecting, designing, developing, and deploying large client-server applications using MS-SQL and Delphi; middle-tier applications such as for Goldman Sachs and Morgan Stanley to facilitate a commodity exchange market; full-featured E-Commerce sites including a distributed communications layer for a data acquisition and control project; large client-server customer service applications such as for tracking sales; Java multi-tier web-based technology including a web-based technology transfer and communications system for the state of Georgia; specialized applications such as human resource application that track members and contributions across the nation for diverse organizations; Logistics systems such as material-handling process control systems for integrating client transactions nationwide.

Michael is a published leader in his profession with such co-authored works as the comprehensive book on Java titled "The Microsoft Visual J++ Bible" by IDG Press.

He has worked in all Windows environments including Linux/Unix and others. In addition, he has programmed in virtually every language including: C++, Delphi, Java, Transact SQL, HTML, DHTML, XML, JavaScript, Ideal/DataCom and advanced Object Oriented Methods. His wide-ranging information and network experience in different capacities of system engineering includes:
